WEST HARTFORD, CT -- Jewish Family Services of Greater Hartford is seeking a Chief Executive Officer to lead a comprehensive and innovative social service agency that has been serving the Jewish community and Greater Hartford for more than 100 years.


Overview

Jewish Family Services of Greater Hartford (JFS) was founded over 100 years ago, in 1912, when thirty charitable organizations came together as United Jewish Charities with the mission of providing financial assistance to those in need. In 1968, the agency became Jewish Family Service and subsequently Jewish Family Services of Greater Hartford.

Overview of the Organization and Programs

Throughout its existence, program growth and offerings have reflected community needs. For example:

  • During the 1930s, JFS expanded its focus to provide resettlement services in conjunction with the German Jewish Refugee Committee.
  • From the 1940s to 1960s, JFS offered foster care placement, summer camp for children and resettling of Cuban refugees.
  • From 1960 through 1980, new programs included resettlement of Soviet Jews, marital, family and parent counseling, adoption services, family life education, outreach to inter-married couples and coordination of services to older adults.
  • From 1980 to 2000, Homemaker Referral, Divorce Workshops, Jewish Big Brothers/Big Sisters, Programs for Holocaust Survivors, programs for Developmental Disabilities and Chronic Needs and bereavement counseling were offered.
  • In 2004, JFS became licensed by the Department of Children and Families to provide specialized services to children and teens.
  • More recent initiatives have included the Anja Rosenberg Kosher Food Pantry, the Jewish Employment Transition Service (JETS), the Money Coach Program, Tara's Closet, Mental Health Education and involvement in the state funded TANF Case Management program.
  • Formed in 2008, JFS Care at Home LLC provides quality in-home care to older adults. JFS is the sole member of this social entrepreneurial endeavor, with a portion of its profits shared with JFS.

Current program offerings are organized into three program areas:

  • Counseling – Counseling and support to help children and adults of all ages and diverse needs achieve stable and emotionally healthy lives provided by expert therapists with excellent listening, communication and clinical skills.
  • Education – Empower individuals through education by offering insight and information related to job searches, parenting skills, financial decision-making, plus a mental health education and awareness event which attracts 600 attendees annually.
  • Community Support – Knowing that transitions can be difficult, when neighbors need help, JFS answers with food assistance, clothing, transition to employment and support for the unique needs of Holocaust survivors.
  • JFS Care at Home – JFS Care at Home offers a variety of home care options in an individualized care plan based on an expert consultation.

A 501c(3) nonprofit corporation, JFS employs approximately 35 staff and 75 care givers and is overseen by a Board of Trustees, currently comprised of thirty-four civic and community leaders. The organization's annual operating budget is approximately $4.3 million, inclusive of the JFS Care at Home program.

Responsibilities

Executive Transition

Having been with the organization for more than thirty years and as its CEO since 2002, JFS's deeply committed and highly respected CEO will step down from her position effectively June 30, 2020. A nine-member search committee, comprised of current and former board members, has been appointed to lead the search.

Strategic Opportunities and Challenges

The CEO will have the opportunity to lead a comprehensive and innovative social service agency that has been serving the Jewish community and Greater Hartford for more than 100 years. High priorities for the CEO include:

  • Managing effectively, efficiently and compassionately, the daily operations of a mission-driven, nonprofit that employs more than 100 dedicated staff members and care givers and which has an annual budget in excess of $4.3 million.
  • Navigating the agency's first leadership change in more than twenty years. Also transitioning, sustaining and growing key relationships with partners, funders, supporters and board members (all predominately held by the retiring CEO) to the new leader to ensure all constituents remain engaged and active in this next stage of development for JFS and supportive of the organization programmatically and financially.
  • Partnering with the Director of JFS Care at Home to implement an expanded business plan designed to grow earned income and to offer more collaborative opportunities between JFS and Care at Home.
  • Sustaining the warm, caring, kind, collaborative and inclusive culture that exists at JFS while also integrating the CEO's personal leadership style and practices.
  • Ensuring that the new electronic records system and intake practices are designed and implemented to provide exceptional customer service and the support clinicians need to deliver the highest quality care.
  • Optimizing JFS's investment in marketing and public relations to grow awareness of and participation in JFS's services and programs, especially clinical services for which JFS “competes” with private clinicians for clients.
  • Working collaboratively with the senior management team to revisit and revise internal communication protocols to ensure staff are consistently well-informed and gain a greater awareness and understanding across all program areas.
  • Raising the levels of accountability throughout the organization and addressing and resolving performance issues respectfully, supportively and in a timely manner.

Qualifications

Desired Credentials/Profile of the Ideal Candidate

  • Track record of leadership at a social service agency or similar organization
  • A minimum of five years of senior leadership, or equivalent experience
  • Experience working with diverse communities and people reflective of those served by JFS
  • Knowledge of and/or experience with the Jewish Community and/or Clinical Practices are a plus
  • Bachelor's degree required; Master's degree preferred

Skills and Experience

Strategic and Innovative Executive

The CEO must be aligned with and enthusiastic about JFS's mission and programs, able to engage in “big picture” thinking and champion entrepreneurship, innovation and creativity. Also, as the agency's chief executive officer, the leader must be an adept multitasker, able to oversee the organization's operations, finances, programs and staff, decisively and efficiently aligning and maximizing resources to set and achieve ambitious strategic goals, while also holding self, staff and the board accountable to measurable goals, institutional values and high expectations. The CEO will also serve as the primary liaison to the Board of Trustees to proactively engage it in effective, collaborative and representative governance.

Exceptional Networker and Communicator

The CEO must possess excellent verbal and written communication skills, be eager to serve as JFS's primary spokesperson and be a consummate networker, able to interact and communicate equally well with clients, staff, board members, community leaders, partners, funders, etc. to proactively build and sustain thoughtful, supportive, caring and mutually beneficial relationships to ensure JFS is well-positioned to delivery exceptional services to communities and individuals in need. The CEO will also be skilled at creating effective internal communication processes, so all staff members are equally well-informed, -engaged and -aligned.

Inclusive Community and Culture Builder

The CEO will join an agency with a very positive, warm, supportive and compassionate culture, one that is accepting, inclusive and respectful. Demonstrating strong interpersonal skills and emotional intelligence, the leader must be aligned with and a champion of this culture. In addition, the CEO must build on the exceptionally strong relationships JFS has with the Jewish Community, including the federated organizations, and throughout Greater Hartford, while also ensuring that JFS broadly embraces diversity at all levels so all clients in need feel they can be served by JFS.

Skilled Fundraiser and Creative Marketer

The CEO must execute on an existing, broad-based fundraising program across a range of funders, including individuals, foundations and government agencies which collectively provide approximately $1.7 million in philanthropic support annually. The new leader must be eager, poised and proactive in enhancing and solidifying the CEO's role in fundraising and utilize available relationships, including board members, to achieve significant financial results. The leader must also be able to develop and execute a comprehensive marketing strategy and program to expand awareness of JFS to grow participation in its programs and to increase financial support.

Empowering Teambuilder and Manager

The CEO of JFS will discover a staff that is experienced, committed, compassionate, caring and passionate about the agency's mission. An active listener, the leader will need to commit to valuing the contributions of senior administrators and all staff members to build consensus and buy-in. Ideally, the CEO will have worked in a leadership role in a social service agency of similar size and will have shown success in inspiring, developing and empowering staff and teams; in delegating effectively; and in ensuring that decisions are made in an inclusive, collaborative, decisive, timely and fair manner, all while generating trust and respect across the entire organization.
