The Human Resources Department of Family & Children’s Agency is recruiting on behalf of Norwalk ACTS, Inc. Norwalk ACTS is searching for a Chief Executive Officer (CEO).

Norwalk ACTS has an exciting opening for an experienced, dynamic and innovative leader who is dedicated to strengthening educational, social-emotional and physical health support systems for the children and youth of Norwalk so all can achieve their potential. Reporting to a Board of Directors, reflecting a cross sector of the community, the CEO is responsible for leading the organization‘s community partners toward Norwalk’s vision and goals to sustainably improve outcomes for all children, cradle-to career, using a collective impact approach and related Theory of Action.
Norwalk ACTS adopted a collective impact approach in 2012 when it became clear to leaders from various sectors within the community that outcomes for children were not improving. Traditional ways of addressing complex problems needed systems thinking, improved data, and better integration of services. Norwalk ACTS was created to serve as a “backbone” entity to align and organize the collective power and influence of individuals and institutions/organizations toward a common vision.
Norwalk ACTS embraced the StriveTogether cradle to career movement and began a journey to improve student outcomes through: engaging and empowering leaders; using actionable data and continuous improvement tools; aligning resources to what works; pursuing local and institutional policy and practices changes; and advocating for equity at all levels of the system.  As a member in good standing of the national StriveTogether Network, Norwalk has access to peer learning from 70+ other U.S. communities and to best practices designed to build local capacity.
Norwalk ACTS is valued for the role it plays in collecting and analyzing data to drive action, and in convening cross-functional stakeholder groups to identify and implement improvements across systems that will change outcomes. Norwalk ACTS’ relationship with the public school system is strong and work around social emotional, early childhood and summer learning is showing good results. The Board of Directors has identified high school graduation and workforce readiness as priorities moving forward.

In the role of Chief Executive Officer, major responsibilities include:

  • Consistently advocate for and promote the organization’s mission and commitment to systems change and collective impact methodology;
  • Provide innovative and high integrity management of the organization’s collaborative work on key strategies to improve children’s outcomes;
  • Diplomatically influence key leaders in scaling practices that work;
  • Serve as a strong and skilled facilitator who can engage, guide and empower the staff team, Board of Directors, funding partners, community partners and other stakeholders towards measurable population-level results;
  • Provide visionary and dynamic leadership and management to a core team of change agents comprised of staff and community members by clarifying and delegating priorities, and creating and measuring progress towards organization and individual goals;
  • Build upon existing Norwalk ACTS relationships with cross-sector (education, social service, business, health, civic, etc.) partners who are connected to and enable the success of every child in Norwalk;
  • Ensure that the community is kept apprised of the goals, objectives, priorities, successes, and opportunities of Norwalk ACTS;
  • Model the use of data to inform decision making and the use of continuous improvement processes to scale what works to improve cradle to career outcomes and commit to see those improvements take hold over time;
  • Work with Norwalk ACTS’ Board of Directors and Board Chair to engage members in supporting and advocating for the core tenets of the organization’s work and the community’s priorities;
  • Secure investments and cultivate relationships with investors to ensure that resources can be aligned and targeted to support Norwalk ACTS’ community goals, strategies and outcomes;
  • Work with Norwalk ACTS Board of Directors to represent Norwalk ACTS externally to partners, media, funders, policymakers, StriveTogether Network members, and others;
  • Lead annual planning and budgeting processes and provide day to day management of the organization; and
  • Value and reflect diversity, equity, and inclusion in the daily work of Norwalk ACTS.

Relevant Experience

This position requires experience that is normally developed through a Master’s degree program in education, business, public management, social work, public health and/or public policy plus a minimum of five years of experience in senior leadership roles in small to medium-sized organizations.
Successful candidates will have experience leading large-scale change management, ideally at a systems level, in any sector. This includes policy, practice, political, and legislative work.
Experience working with a cross-sector Board of Directors, and leading a small staff (either directly or in a blended staffing model) is key.
Ideally, successful candidates will have had training in Results Based Accountability and Facilitation.
A track record of persistently achieving intended organizational, community, and personal outcomes is paramount.

The ideal candidate will demonstrate many of the following leadership style elements: influencer, collaborator, problem solver, strategic thinker (yet able to get things done), relationship builder, and effective multi-tasker; and will be outgoing, flexible, adaptive, data-driven, inclusive, charismatic, comfortable using personal clout to facilitate positive change, and able to “read a room”. In a perfect
world, the candidate will be in and out of the Norwalk region to be able to leverage the relationships, trust and public will that are essential to improving the effectiveness of local systems.
Because this is a strategic/adaptive role, not a technical/implementation position, the CEO is not expected to have “hyper “ skill sets in any one category. In addition to basic skills of effective organization management, successful candidates must have demonstrated the ability to coalesce diverse groups of stakeholders and have the following transferrable skills:

  • Articulate – able to communicate vision, strategy and implementation to diverse audiences, orally and in writing
  • Good listener
  • Able to balance drive (for results with patience for process)
  • Able to develop insights from data and use data to drive positive change
  • Facilitation
  • Understand the differences between:
    • Programs vs systems
    • Being the implementer vs helping to create the conditions for better results
    • Program-level results vs population-level outcomes.

This is a full time position based in Norwalk, CT. A competitive compensation and benefit package will be provided. Norwalk ACTS is incorporated and is in the process of obtaining 501(c)(3) status.  United Way of Coastal Fairfield County currently acts as fiduciary.
