Over the past three months of 2020 Census operations, the National Urban League has observed low response rates across heavily populated Black localities, both urban and rural. In the 2010 Census, 3.7 million African Americans were left uncounted. The State of the 2020 Census: An Accurate Black Count at Risk shows that Black communities are at risk of being undercounted in the 2020 Census.
